Famous lines by Shakespeare that reflect on one of the most unique qualities in not only poets — as he states — but also in all humans, imagination, which helps us create our own constructs, build walls, draw boundaries as well as create wonderful paintings, invent planes, fly to the moon and write beautiful poetry. I wonder if animals or plants have the same ability? Then, there are some who, react to the impact of imagined constructs that hurt humanity. They write fabulous poetry or lyrics protesting war as well as dream of a world without war. Could we in times such as these imagine a world at peace, and — even more unusually — filled with consideration, kindness, love and brotherhood as suggested by Lennon’s lyrics in ‘Imagine’ – “Imagine all the people/ Livin’ life in peace…”. These are ideas that have been wafting in the world since times immemorial. And yet, they seem to be drifting in a breeze that caresses but continues to elude our grasp.

Under such circumstances, what can be more alluring than reflective Sufi poetry by an empathetic soul. Featuring an interview and poetry by such a poet, Afsar Mohammad, we bring to you his journey from a “small rural setting” in Telangana to University of Pennsylvania, where he teaches South Asian Studies. He is bilingual and has brought out many books, including one with his translated poetry. Translations this time start with Bankim Chandra Chattopadhyay’s advice to new writers in Bengali, introduced and brought to us by Abdullah-Al-Musayeb. Tagore’s seasonal poem, ‘Megh or Cloud’, has been transcreated to harmonise with the onset of monsoons. However, this year with the El Nino and as the impact of climate change sets in, the monsoons have turned awry and are flooding the world. At a spiritual plane, the maestro’s lines in this poem do reflect on the transience of nature (and life). Professor Fakrul Alam’s translation of Masud Khan’s heartfelt poetry on rain brings to the fore the discontent of the age while conveying the migrant’s dilemma of being divided between two lands. Fazal Baloch has brought us a powerful Balochi poet from the 1960s in translation, Bashir Baidar. His poetry cries out with compassion yet overpowers with its brutality. Sangita Swechcha’s Nepali poem celebrating a girl child has been translated by Hem Bishwakarma while Ihlwha Choi has brought his own Korean poem to readers in English.

An imagined but divided world has been explored by Michael Burch with his powerful poetry. Heath Brougher has shared with us lines that discomfit, convey with vehemence and is deeply reflective of the world we live in. Masha Hassan is a voice that dwells on such an imagined divide that ripped many parts of the world — division that history dubs as the Partition. Don Webb upends Heraclitus’s wisdom: “War is the Father of All, / War is the King of All.” War, as we all know, is entirely a human-made construct and destroys humanity and one cannot but agree with Webb’s conclusion.  We have more from Kirpal Singh, Ryan Quinn Flanagan, Nivedita N, John Grey, Carol D’Souza, Vernon Daim, George Freek, Saranyan BV, Samantha Underhill and among the many others, of course Rhys Hughes, who has given us poetry with a unique alphabetical rhyme scheme invented by him and it’s funny too… much like his perceptions on ‘Productivity’, where laziness accounts for an increase in output!

Keith Lyons has mused on attitudes too, though with a more candid outlook as has Devraj Singh Kalsi with a touch of nostalgia. Ramona Sen has brought in humour to the non-fiction section with her tasteful palate. Meredith Stephens takes us on a picturesque adventure to Sierra Nevada Mountains with her camera and narrative while Ravi Shankar journeys through museums in Kuala Lumpur. We travel to Japan with Suzanne Kamata and, through fiction, to different parts of the Earth as the narratives hail from Bangladesh, France and Singapore.

Ratnottama Sengupta takes us back to how imagined differences can rip humanity by sharing a letter from her brother stationed in Bosnia during the war that broke Yugoslavia (1992-1995). He writes: “It is hard to be surrounded by so much tragedy and not be repulsed by war and the people who lead nations into them.” This tone flows into our book excerpts section with Red Sky Over Kabul: A Memoir of a Father and Son in Afghanistan by Baryalai Popalzai and Kevin McLean. Popalzai was affected by the Russian invasion of Afghanistan in 1980 and had to flee. A different kind of battle can be found in the other excerpt from The Blue Dragonfly – healing through poetry by Veronica Eley – a spiritual battle to heal from experiences that break.

In our reviews section, KPP Nambiar reviews The Stolen Necklace: A Small Crime in a Small Town by Shevlin Sebastian and VK Thajudheen, a book that retells a true story. Sangeetha G’s novel, Drop of the Last Cloud, we are told by Rakhi Dalal, explores the matrilineal heritage of Kerala, that changed to patriarchal over time. Bhaskar Parichha reviews Burning Pyres, Mass Graves and A State That Failed Its People: India’s Covid Tragedy by Harsh Mander. Parichha emphasises the need never to forget the past: “It is a powerful book and sometimes it is even shattering. The narrative is a live remembrance of a national tragedy that too many of us wish to forget when we should, instead, etch it in our minds so that we can prevent another national tragedy like this one from recurring in the future.”  While we need to learn from the past as Parichha suggests, Somdatta Mandal has given a review that makes us want to read Ujjal Dosanjh’s book, The Past is Never Dead: A Novel. She concludes that it “pays tribute to the courage and tenacity of the human spirit and its capacity for hope despite all odds.”

The Many Dimensions of India’s Covid Tragedy

Many parts of India were in a state of frenzy as a result of the pandemic. The official figures of sickness and mortality have been widely disputed, and most agree that they have been significantly underestimated.

Burning Pyres, Mass Graves and A State That Failed Its People: India’s Covid Tragedy by Harsh Mander is a comprehensive account of the humanitarian crisis and the appalling state response. Human rights campaigner Harsh Mander is one of India’s most trusted and courageous activists. He is also the author of several acclaimed books on contemporary India, among them, Looking Away: Inequality, Prejudice and Indifference in New India; Ash in the Belly: India’s Unfinished Battle Against Hunger; Fatal Accidents of Birth: Stories of Suffering, Oppression and Resistance; and This Land Is Mine, I Am Not of This Land: CAA–NRC and the Manufacture of Statelessness.

The book examines the events around the year 2020, that led to food shortages for the urban poor and pushed them to the brink of starvation due to food scarcity. There is a compelling argument to be made that the timing of the lockdown was directly related to public policy choices, specifically the decision to impose the lockdown with only four hours’ notice to the media. As Mander recounts in his book, things got even worse in the following year, as everything from hospital beds to medical oxygen to essential medicines ran short of supplies to function properly. Mander chronicles the disaster in an in-depth manner by combining ground reports with hard data from the scene. 

According to the book’s blurb: “The summer of 2021 saw a massive rise in the number of infections and deaths from Covid-19 in India. Even by conservative estimates, at least 1.5 million people had lost their lives by June; several times the official figure. As in the first wave of the pandemic, this time, too, the chaos and suffering was in large measure, as Harsh Mander shows, due to mismanagement by an uncaring and cynical state.”

This book contains two parts. The first part, titled ‘Locking Down the Poor’, describes how the urban poor were being driven to the brink of starvation due to the severe humanitarian crisis that was sweeping across the globe in 2020. According to the study, this was a direct consequence of the policy decisions that the government made. It led to the imposition of the world’s longest and most stringent lockdown, along with the smallest relief packages, as a direct result of the government’s public policy choices.

 As the story unfolds, we hear the voices of out-of-work daily-wage and informal workers, the homeless and the destitute, all of whom overwhelmed by hunger, humiliation, and a sense of dread. There are over 3 crore migrant workers in India whose livelihoods have been destroyed and they had been forced to walk hundreds of kilometres back to their villages as they had no means of surviving in the cities and no way to get home other than by foot. He brings us stories of those migrant workers from the highways and overcrowded quarantine centres.

The second part of the book, entitled ‘Burning Pyres, Mass Graves,’ is the account of what took place the following year, when everything from hospital beds to oxygen and essential medicines were still in short supply. The underlying cause of these shortages, according to Mander, is the criminal neglect of public health care in India, a situation which worsened under the Narendra Modi government, resulting in the extortion of a beleaguered population by everyone from oxygen suppliers to pharmaceutical billionaires. The author holds the state culpable for indulging in pageantry – with the PM advertising himself as a messiah – when the country needed to brace for the impact of the second wave of terrorism.

Using an invaluable combination of ground reports, hard data, and firsthand experiences to describe the worst humanitarian catastrophe India has experienced in a century, and which will have a lasting impact on the country for decades to come, Mander provides a detailed account of this cataclysmic phase. It is a powerful book and sometimes it is even shattering. In a way, the narrative is a live remembrance of a national tragedy that too many of us wish to forget when we should, instead, etch it in our minds so that we can prevent another national tragedy like this one from recurring in the future.

We are All Going on a Summer Holiday…

Yes! It is vacation time, and we are all able to travel at last. Though the pandemic which had closed borders for us seems to be evolving as an endemic, another huge human crisis, a war which cannot be justified in any way, stares us in the face. Loss of lives, homes, towns, cities and threats of global recession follow in the footsteps of refugees wandering into our lives. Lesya Bakun, the Ukrainian refugee whose story we have been following, told me four of her relatives’ homes in Mariupol have been erased out of existence and her extended family has scattered where they found safety as her cousin continues a prisoner of war, captured while defending the iron and steel factory at Azovstal. While majority of the world expresses solidarity with the Ukrainians, another set of refugees remain in shadows. They have completely lost their country in which they had lived from ancient times. I am referring to the Rohingya of Arakan. CNN world states:

“The Rohingya are a stateless Muslim minority in Myanmar’s Rakhine State, thought to number about 1 million people.

“Myanmar does not recognize them as citizens or one of the 135 recognized ethnic groups in the country.”

 We are privileged to host a powerful poignant translation by Arifa Ghani Rahman of Shaheen Akhtar’s short story about such a voiceless Rohingya child in a refugee camp. Though this is a fiction inspired by Akhtar’s visits to such shelters, we hope at some point these children will be able to build new lives to create a world free of violence, intolerance, hatred and greed.

One of the questions that springs to one’s mind, watching such atrocities destroy innocent lives is that should one accept bullies and give in to their pressure tactics? Bullies can be found among world leaders as well as perpetrators of decadent societal norms which are often critiqued by satires. Somdatta Mandal has translated one such satirical playlet where social conventions are targeted in a lighter vein by Tagore. In the same spirit, the maestro’s iconic poem about a palmyra tree called Taal Gaachh has been transcreated to bring the joy of innocent wanderings back into the narrative, creating an island of healing thoughts. We continue with our translations of Jibananada Das by Professor Fakrul Alam, a Korean poem by Ihlwha Choi and a magical Balochi folktale by Fazal Baloch. Let us read such translations to connect with varied cultures so that compassion and acceptance of diverse perspectives end horrors like wars, starvation and hunger.  

Tagore’s writings translated to English by Mandal in Gleanings of the Road, a collection covering the maestro’s travel to the West, is part one of our book excerpts and highlights Rabindranath’s perspectives on the need to connect with the larger world. The other book excerpt, from Waiting, poetry by Suzanne Kamata, takes up the theme of victimisation, crime and murder. Dwelling on no less horrific narratives, though justified as non-criminal, is a review by Meenakshi Malhotra of Harsh Mander’s Locking down the Poor: The Pandemic and India’s Moral Centre. Gracy Samjetsabam’s assessment of Half-Blood by Pronoti Datta informs about the greyer areas of a whole community in Mumbai. Indrashish Banerjee reviewed Keki Daruwalla’s stories on human relationships anthologised in a collection called Going: Stories of Kinship while Bhaskar Parichha has acquainted us with Deepti Priya Mehrotra’s Her Stories –Indian Women Down the Ages — Thinkers, Workers, Rebels, Queens, a non-fiction that visits inspiring women.

Inspiration can also be drawn from Rinki Roy Bhattacharya’s and Maithili Rao’s The Oldest Love Story, featuring a medley of men and women writing on the theme of motherhood along with some narratives about their mothers or on the experience of being one. The medley includes well-known names from films and literature like Shabana Azmi, Saeed Mirza, Shashi Deshpande, Nabanita Dev Sen and more. We interviewed Roy Bhattacharya to find out more about this impactful book. Achingliu Kamei, an academic and writer, has conversed with Naga writer, Veio Pou, whose award-winning book, Waiting for the Dust to Settle, was reviewed earlier — a book that gives a glimpse of conflicts in the Northeast of India.

Taking on the theme of conflicts at a personal level, Atreyo Chowdhury’s and Banerjee’s stories create a sense of disquiet as Paul Mirabile’s explores crime, madness and its impact on humans. G Thomas takes a relook at heroism and bravery as a concept. His story set in Kerala shakes our complacency, upending traditional concepts of heroism and bravery just as Candice Louisa Daquin has upended the cult of positivity in her essay. Notes of discord and accord seem to ring through this edition and the undertones of greys spread out towards an exploration of life and death. We have multiple ghost stories this time, even from the Nithari column written by Kiran Mishra, a youngster who got over the trauma of violence in the community and discovered her place as a bilingual writer and educator.

Our poetry section is honoured to host Walt Whitman Award winner, Jared Carter, again with his poetry on a Japanese artefact as George Freek’s continues to be inspired by the style of Song dynasty poets. Michael Burch writes beautiful love poems. We have a vibrant poetry section with Daquin, Sutputra Radheye, Ryan Quinn Flanagan, Antara Mukherjee, Rhys Hughes, who has also revisited ‘The Penguin Café Orchestra‘. This band started a new kind of musical trend with nothing but passion and conviction. Hughes of course cannot escape the bonds of his tongue-in-cheek style, also adopted by Devraj Singh Kalsi while he pretends to be an ant.

Keith Lyons has got the bug of tongue-in-cheek too as he gives us a piece on his travels in Varanasi that well captures the dichotomies we find in India. Dwelling on social dichotomies also is Ratnottama Sengupta’s powerful tribute to Swatilekha Sengupta, a film and theatre doyenne who brought to life Tagore’s novel, Ghare Baire (Home and the World, 1985). An essay by Mozid Mahmud exploring both the syncretic elements in Tagore’s and Kabir’s works, the medieval poet’s impact on the Nobel laureate and a dispute over Rabindranath’s own translation blends with the tone of greys in this edition.

Travel narratives and photographs by Meredith Stephens sailing the seas in Tasmania and Ravi Shankar trekking on the slopes of the Himalayas to get a view of Mt Everest make for perfect holiday adventures. From Japan, Kamata has given us a narrative set in the pandemic. And environmentalist Kenny Peavy dwells on reconnecting with nature in Mission Earth.

We have a fair deal from across the globe in the June issue. But, as usual, some of the treats in the content have not been mentioned though they are wonderful pieces of writing too. A Manmade Humanitarian Crisis

Meenakshi Malhotra visits Harsh Mander’s Locking down the Poor contextualising it against the current scenario

Harsh Mander’s Locking down the Poor: The Pandemic and India’s Moral Centre is a moving and poignant account of a crisis that he views as preventable. He gives us a detailed account of the havoc wreaked by the sudden announcement of a nation-wide lockdown in March. In early 2020, the first cases of Covid-19 infection were confirmed in India, and on 24 March the country’s prime minister announced a nationwide lockdown, giving the population of over 1.3 billion just four hours’ notice. It became obvious within a matter of days that India had plunged into a major humanitarian crisis.

In this stringent and harsh critique, Mander, a social activist, demonstrates how grave this crisis has been, and why it has had a lasting impact, from which the economy is still reeling. The author further shows us that this impact  is the direct consequence of public policy choices that the governance made, particularly of imposing the world’s longest and most stringent lockdown, with the smallest relief package. The underprivileged were abandoned even as their livelihoods were destroyed and the blue collared work force were pushed to the brink of starvation.

Mander brings us voices of out-of-work daily-wage and informal workers, the homeless and the destitute, all overwhelmed by hunger and dread. From the highways and overcrowded quarantine centres, he brings us stories of migrant workers who walked hundreds of kilometres to their villages or were prevented from doing so and detained. His book can be seen as an expose that lays bare the callous disregard for basic needs during an emergency closure of a country where tens of crores continue to live in congested shanties or single rooms, on pavements with no toilets and no running water and no possibility of physical distancing, even though more than seven decades have passed after independence.

While the pandemic was a world-wise crisis which forced nations and countries to take emergency   measures, Mander contends that the response within the country was a betrayal of the common people, the starving millions of India who live on the edge of hunger and poverty. Their increased precariousness, the author believes, was a result not only of a natural but a man-made, humanitarian crisis. It was the result, he says, of a short-sighted governance operating with a middle-class bias, who just refused to take into cognisance the ironies of pronouncements like “wash your hands” “stay home, stay safe”.

The author’s concerns here can be framed in the larger context of his anxiety and fears about the erosion of democratic politics in India. Speaking with the authority of an ombudsman wielding a blunderbuss, Mander backs his account with facts and statistics, observation and detailed reporting. Carrying out relief work in the unauthorised urban slums of Delhi, he sees the desperate situation of the people who are more threatened by hunger than the pandemic. That the government turned a blind eye to the omnipresent reality of hunger and poverty, was appalling to the author. Further, the alarming rise of domestic violence during the pandemic has also exposed the domestic space as a precarious location for many women in India and elsewhere. This fact has been well documented across a range of platforms and though this is not a primary concern in Locking Down the Poor.

The book concerns itself with hunger, the uncertain fate of migrants, daily wage labourers, the deepening class divides and many other issues of relevance. Mander points out the neglect of food security and the dismantling of informal labour rights, the wilful blindness of the courts and the state machinery which forced people into the space of their ‘homes’ regardless of the distress or human cost which has been colossal and disastrous. Commenting on the impact of the lockdown on the upper classes, Mander comments, “For the rich and middle classes, the lockdown was disorienting and a nuisance, but largely seen as necessary.” However, in the absence of safety nets, it was the poor who had to bear the brunt of the devastation that followed.

Thus, he writes that while the “appallingly planned lockdown offered zero protection to the poor, it placed the burden of the most destructive costs on their shoulders.” He also quotes journalist Ipsita Chakravarty who wrote in stark terms that “with the nationwide lockdown, the government drew a cordon around the bodies it wished to protect…pulling up the drawbridges to guard the chosen-those who could afford to stay in. On the bodies of those outside this charmed circle, the lockdown wrought havoc.”

Looking at the crisis of the first lockdown in 2020, after a gap when some time has elapsed, we realise that much of his critique holds true even now. The lack of foresight and proper planning became evident in the second wave as well, given the colossal tragedy of humongous proportions that unfolded in front of us and made all of us — rich, poor, middle -class citizens — mute victims and witnesses. A very comprehensive account of the impact on India of the Covid crisis, Locking down the Poor is also a chronicle of our times, of brutal exclusions that we practice unthinkingly on a daily basis. The book is in a sense as the blurb says a “ledger of our accountability at a time when the poor of India have been brought to despair and abjection by a callous state and an uncaring, unequal society”.

 Dr Meenakshi Malhotra is Associate Professor of English Literature at Hansraj College, University of Delhi, and has been involved in teaching and curriculum development in several universities. She has edited two books on Women and Lifewriting, Representing the Self and Claiming the I, in addition  to numerous published articles on gender, literature and feminist theory.
